Ibiza has some of the most restricted holiday rental markets in Spain. The Balearic Islands government has imposed a moratorium on new tourist accommodation licences across the island, meaning that no new ETV (Estança Turística en Habitatge) or AT (Apartament Turístic) licences are being issued in most zones. Only legally licensed properties may be offered as tourist accommodation — and only those with a valid licence and up-to-date compliance records can legally accept bookings.
For owners who already hold a valid Ibiza tourist licence, the national obligations apply in full. Under Royal Decree 933/2021 (in force from December 2024), every guest over 14 must have their ID data submitted to SES Hospedajes within 24 hours of arrival. The Balearic Islands government and local police in Sant Antoni, Eivissa, and Santa Eulália have intensified inspections of licensed properties to verify ongoing compliance with SES Hospedajes and other obligations.
Unlike the Canary Islands, Ibiza is subject to mainland Spain's tax system. Holiday rental income is subject to IRPF, and if hotel-like services — such as daily cleaning, a welcome pack, or breakfast — are provided, IVA at 10% may also apply. The Balearic Islands also levies a tourist tax (Ecotaxa) on overnight stays, payable by the guest.
Legal requirements for Ibiza rental owners
ETV or AT Licence
An Estança Turística en Habitatge (standalone house) or Apartament Turístic (apartment) licence is required to legally offer tourist accommodation in Ibiza. New licences are subject to a moratorium — only existing, transferable licences can legally operate.
NRA Registration
From January 2025, all licensed Spanish holiday rentals must also display a national Número de Registro de Alquiler on every listing platform. This is applied for via Spain's VUDA system and required alongside the regional licence number.
SES Hospedajes Guest Registration
Under Royal Decree 933/2021, ID data for every guest over 14 must be submitted to SES Hospedajes within 24 hours of arrival. Fines range from €600 to €30,000 per breach.
Balearic Tourist Tax (Ecotaxa)
Ibiza imposes a tourist tax on overnight stays, charged per person per night. The rate varies by property category and season. Owners are responsible for collecting and declaring this tax to the Agència de Turisme de les Illes Balears.
